Sharjah Human Resources Department Organizes the Second “Towards a governed Information Security framework” Forum in Collaboration with Sharjah Cyber Security Center

The Government of Sharjah Human Resources Department, in collaboration with Sharjah Cyber Security Center (SCSC), an entity under Sharjah Digital Department, successfully organized the second “Towards a Governed Information Security Framework” Forum.
The event was held at the Holy Quran Academy in Sharjah, in the presence of H.E. Majid Hamad Al Marri, Director of Sharjah Human Resources Department, along with several senior officials and representatives from various government entities across the emirate.
The forum is part of the Government of Sharjah’s ongoing efforts to promote a comprehensive understanding of information security as an integrated system, encompassing governance, management, and best practices. It spans every layer of protection, from securing facilities and infrastructure to defining roles and responsibilities, managing risks, ensuring service continuity, and ultimately safeguarding information and data. Eng. Abdelnasir Obaid Bukhatir, Director of Sharjah Cyber Security Center, delivered the main sessions, which focused on four foundational pillars forming the basis of the discussions: Governance of Roles and Responsibilities, Governance of Institutional Risk Management, Governance of Service Continuity, Governance of Information Security Policies.
During his presentation, Eng. Bukhatir highlighted the organizational and operational dimensions of information security within government environments. He emphasized how effective governance plays a vital role in clarifying responsibilities, minimizing functional overlap, integrating risk management into strategic decision-making, ensuring service continuity during crises, and reinforcing data protection through secure and standardized information practices.
The forum also featured insightful contributions from the distinguished guests, including Brigadier Obaid Al Ketbi, Director of the Digital Services Department at the Sharjah Police General Headquarters, and Lieutenant Colonel Mohammed Salem Al Tunaiji, Deputy Director of the Operations Department at Sharjah Civil Defence Authority.
The guest speakers discussed key aspects and challenges of information security within government workplaces. Brigadier Obaid Al Ketbi highlighted the importance of compliance with the policies, controls, and regulations issued by Sharjah Cyber Security Center, emphasizing its vital role in strengthening information security and improving the efficiency of digital systems across government entities.
Meanwhile, Lieutenant Colonel Mohammed Al Tunaiji highlighted the readiness of teams and facilities to implement evacuation plans within the framework of business continuity, focusing on employee safety, rapid response, and the critical link between information security and the uninterrupted delivery of essential government services.
HE Abdullah Ibrahim Al Zaabi, Member of the Sharjah Executive Council and Chairman of the Government of Sharjah Human Resources Department, affirmed that the forum embodies the emirate’s forward-looking vision to embed a culture of governance, excellence, and proactive risk management within its government institutions. He stressed that information security is foundational to maintaining service continuity and ensuring data protection across all sectors.
His Excellency noted that the forum serves as a platform for the exchange of knowledge and expertise among leaders and professionals from various government entities. This contributes to raising awareness and promoting the integration of best practices in information security, while also fostering a shared understanding of the importance of data protection and service continuity. He added that these efforts ultimately aim to enhance the preparedness of national talent and develop a secure and sustainable digital work environment.
His Excellency affirmed that the Government of Sharjah Human Resources Department remains committed to implementing initiatives and organizing events that support the Government of Sharjah smart transformation agenda, thereby strengthening the competitiveness of the government sector and advancing the emirate’s comprehensive developmental vision.
Eng. Bukhatir underscored the importance of the forum in unifying efforts and fostering collaboration to enhance cyber awareness and operational resilience across the Government of Sharjah, ultimately reinforcing the emirate’s position as a pioneering and forward-thinking digital government on the global stage.
He noted that governance remains the cornerstone of any mature information security framework, stating: “At Sharjah Cyber Security Center, we are committed to ensuring that all government entities operate within a unified and secure ecosystem built on trusted and tested standards. This forum reflects the Center’s commitment to supporting national initiatives and efforts in this domain, in line with our role as a strategic partner to the Government of Sharjah in ensuring business continuity, protecting the emirate’s digital infrastructure, and enhancing its overall cybersecurity readiness.”
The event also featured the participation of Emirates Airline, which presented gifts to attendees in appreciation of their commitment to advancing national initiatives that promote institutional awareness and cultivate a strong culture of information security across government workplaces.
The forum concluded with an exchange of insights and recommendations that underpinned the importance of unified government efforts in building a secure and sustainable digital ecosystem, and in strengthening the resilience of information infrastructure to ensure data protection, service continuity, and the efficiency of government operations across the Emirate of Sharjah.
It is worth noting that the Government of Sharjah Human Resources Department has previously organized a series of seminars and discussion sessions under the initiative “Visions Towards Sustainable Excellence,” toward enhancing institutional awareness, developing work environments, and promoting a culture of positivity and excellence among employees. The initiative featured more than 20 sessions covering nearly 100 scientific themes in leadership and institutional excellence, with the participation of leading experts. Over 2,000 employees from various government entities across the emirate benefited from the program, establishing it as a strategic platform for fostering sustainable leadership and building human capabilities equipped to adapt to change and drive government objectives with efficiency and impact.
