07 March, 2019

According to the vision of His Highness Sheikh Dr. Sultan bin Mohammed Al Qassimi, Member of the Supreme Council, Ruler of Sharjah (may God preserve him and protect him), to support national cadres on the educational and professional levels, offering them job stability and enhancing the national responsibility so they mark the process of development and giving with their innovation in our beloved country, His Highness Dr. Tariq Sultan bin Khadem, Member of the Executive Council and Chairman of Sharjah Directorate of Human Resources, revealed that the Directorate recruited (2,283) nationals in 2018.

His Excellency explained that the sponsorship of Sharjah recruitment programme by His Highness Sheikh Dr. Sultan bin Mohammed Al Qassimi, Member of Federal Supreme Council and Ruler of Sharjah, may God preserve him and protect him, and the latter’s directives to make every effort in order to provide suitable jobs for our dear nationals, and in view of the unlimited support by the esteemed Executive Council, chaired by His Highness Sheikh Sultan bin Mohammed bin Sultan Al Qassimi, Crown Prince, Deputy Ruler of Sharjah, Chairman of the Executive Council, may God protect him and preserve him, as well as the cooperative work between the Directorate, since its establishment, and all the sectors in the State, various plans and programmes have been developed for the labour market paths in order to recruit national cadres. The Directorate followed up its performance improvement to ensure the achievement of its goals in the short and medium terms. The results have been very impressive as the Emiratisation ratios in the jobs and professions have increased in both the public and private sectors. Furthermore, the qualification and training programmes aiming at providing the national graduates of universities, faculties, technical institutes and high school graduates with the required educational experience for the labour market while increasing the awareness about the ability of national competencies to accomplish all tasks, both in terms of technical and practical skills, or management, supervision, monitoring and planning skills, have been successively launched.
He also stated that the Directorate of Human Resources inaugurated the National Employment Programme 2018 at the Directorate’s stand in Expo Centre Sharjah, during the opening of the 20th “National Career Exhibition” held in Expo Centre Sharjah from 7 to 9 February 2018, by His Highness Sheikh Dr. Sultan bin Mohammed Al Qassimi, Member of the Supreme Council and Ruler of Sharjah, may God preserve him and protect him, along with His Highness Sheikh Sultan bin Mohammed bin Sultan Al Qassimi, Crown Prince, Deputy Ruler of Sharjah. This programme is based on qualification, training and then recruitment.

He pointed out that the Directorate organised the recruitment of nationals, since the issuance of the directives of His Highness the Ruler, may God preserve him and protect him, to compel the government entities in the Emirate of Sharjah to employ national cadres through the database available at the Directorate, and the application of the Job Interviews System at the Directorate’s building in Al Dafin and branches of the Eastern Region, to include all national job seekers and to achieve fairness in employment, according to Circular No. (8) of 2012 on the same subject. He explained that the stages of application of the Job Interviews System during 2018 included receipt and sorting of the applications for the jobs required by the government entities, and meeting the employment conditions in the government sector in the Emirate of Sharjah. Thus, the job seekers’ names were sorted according to the academic qualifications required for the jobs while ensuring their compliance with the required conditions and specifications of the recruiting entity. Coordination was made with the government entities to conduct the job interviews and tests through the Interviews Committee approved by the recruiting government entity, in the presence of a representative from the Directorate of Human Resources. The employment procedures of the job seekers who successfully passed the job interviews have already been started. As for those who did not succeed in the tests and interviews, they will be nominated for 2019.

He stated that one of the advantages of implementing the job interviews system is the continuous communication mechanism between the applicant and the Directorate through SMS and E-mail. The applicant at the Directorate receives a message confirming receipt of his application, and the job seekers may track the progress of their applications, the interviews conducted and the outcome they obtained when entering the interview that is appropriate for their qualifications. Nationals will be granted competitive advantage to obtain job opportunities in the government sector.

He pointed out that the Directorate implemented qualification programmes in 2018 in order to prepare and qualify job seekers according to the labour market needs for the various specialties. 76 programmes were implemented in the city of Sharjah with 1,754 participants, 39 programmes in the Central Region with 698 participants, 62 in Khor Fakkan with 1,344 participants, 63 programmes in Kalba with 1,165 participants and 34 programmes in Dibba Al Hisn with 775 participants, with a total number of 274 qualification programmes and 5,736 participants.
He confirmed that the field training programmes are of the most important programmes that contributed to employment in 2018, as the Directorate followed up the implementation of the field training programme (job training) in cooperation with all government departments, authorities and institutions in the Emirate and their branches in the various cities and regions of the Emirate, in order to prepare, qualify and recruit national cadres in the various sectors of the State. The trainees joined all government entities and a number of them joined the branches of entities in the Eastern Region and Central Region due to their proximity to the place of residence. Therefore, the programme achieved great success when it comes to the appointment of national cadres during this year and this was proved by all the interviews passed, compared to those who did not join the programme or any other qualification programme as they were directed to do so. The total number of participants in the programme amounted to 983 of male and female job seekers in 44 government entities and a field training programme award was handed to the participants on a monthly basis.

He said that the Directorate will contribute in 2019 to the increase of the field training opportunities in cooperation and coordination with several entities of the government sector, and will apply the same with the entities of the private sector.
He confirmed that one of the main reasons that contributed to the support of the employment of national human resources at the private sector entities in 2018, was the provision of qualified national cadres for the database of the Directorate of Human Resources, which made several private entities employ them as cadres qualified by the qualification programmes organised by the Directorate on an annual basis and trained through the field training programme in the Government of Sharjah.
The total number of cadres appointed at the private sector entities amounted to 717 national job seekers from 02/01/2018 to 31/12/2018.
Finally, Dr. Tariq bin Khadem thanked all the sectors that cooperated with the Directorate in order to employ the national cadres and thanked all the job applicants registered at the Directorate system for their interest in the employment steps, namely the attendance of qualification programmes, field training and job interviews and for offering suggestions for job development in 2019.
